Shared governance for the ecological transition of the Mediterranean
Co-funded by the European Union under the Interreg NEXT MED Programme, the European SHARE4MED project was created with the aim of strengthening the institutional capacity of Mediterranean municipalities in planning and managing initiatives related to environmental sustainability, with a specific focus on restoring the health of the sea and waterways.
In line with the EU Mission Restore our Oceans and Waters by 2030, SHARE4MED aims to consolidate and expand the Coalition of Mayors for the Ocean Mission, launched in 2023, through the development of a shared Shared Transition Agenda and an electronic Governance Dashboard for monitoring local policies.
The project involves municipalities and local stakeholders in Italy, Algeria and Tunisia, promoting cross-border cooperation across the Mediterranean. In addition to defining a shared agenda, the project also includes an experimental pilot scheme to restore the coastal habitat by creating an eco-friendly artificial barrier, which will be useful both for environmental recovery and for environmental education for children and young people.
The role of ETT
ETT is the lead partner of the SHARE4MED project and guides activities in key work packages for the governance, communication and technological development of the project:
WP1 – Management and coordination
ETT coordinates the entire project architecture, managing daily activities and technical and financial supervision through a structured monitoring system, formalised in the Project Technical Manual. ETT also organises management meetings and drafts periodic reports.
WP2 – Communication and dissemination
ETT is responsible for developing and implementing the project’s Communication Plan.
WP4 – Electronic Governance Dashboard
One of the most strategic outputs of the project is the electronic Governance Dashboard, a digital platform that ETT will develop to support municipalities in monitoring progress towards the Mission Ocean 2030 objectives.

Expected results
- Enhanced capacity for action by coastal municipalities
The municipalities involved will increase their capacity for action within the framework of Mission Ocean and WESTMED initiatives, improving local governance of the sea and environmental actions. Collaboration between entities will multiply the impact of their actions compared to what they could achieve operating individually.
- Shared solutions and tools for collective impact
To promote climate neutrality, municipalities will be equipped with advanced monitoring tools. They will have the opportunity to collaborate and share best practices, using a Governance Dashboard to monitor the local impact of their action plans. This synergy will make it possible to measure progress more effectively and achieve more significant results towards sustainability goals.
