A support platform that allows mapping the level of environmental risks

The Planner (platform for natural risk management in urban environments) project includes a set of computerised tools to support the decision making process, integrating the geo-spatial characteristics of the urban environment. Some of these are:

  • the environmental characteristics of the area being studied (morphology, geology and so on)
  • the characteristics of building assets (types of construction, period of construction, maintenance)
  • as well as those related to the social and the economic context.

The system has integrated tools to assess seismic and hydro-geological risk scenarios, as well as heatwaves, and other similar instruments.

The achievement of the project’s goals relies on innovative technologies and tools, such as the use of satellite remote sensing data and their processing. The applications of satellite data are diverse and all of great importance, including monitoring and managing the territory, environmental impact assessment, combating illegal construction and environmental crime, forecasting and controlling disasters such as fires and floods, fault and anomaly monitoring, tectonic movements, slope instability, hydrology and water resources study, cartography and topography updates, monitoring of pollutants, and monitoring of the atmosphere and oceans.
The project’s goal is to create a computer tool that allows the integration of all information levels into a dynamic decision support system (SDSS), based on the geo-spatial characteristics of the urban environment under analysis, for the implementation of the following modules:

  • Long-term DSS actions (strategic preparedness level) capable of identifying, assessing, and establishing priorities for each specific risk and context.
  • Short-term DSS actions, capable of assisting in decisions regarding actions to be taken in the short term (early warning and emergency management level).
